The Economist Intelligence Unit's Global Liveability Index 2025 shows that some cities face extreme challenges in stability, infrastructure, and basic services. Here are the 10 least liveable cities in the world this year

10. Caracas, Venezuela

Caracas rated 44.9 overall. Substandard healthcare (37.5) and low infrastructure (53.6) bring the city low while relatively better education rated 66.7

9. Kyiv, Ukraine

Kyiv rated 44.5, being pulled down by conflict-based instability (40) and poor infrastructure (26.8). High education rated 75 while healthcare and culture are low.

8. Port Moresby, Papua New Guinea

Port Moresby performed at 44.1 overall. Stability is low at 30, and healthcare only scores 41.7, despite scores above 50 in cultural and education.

7. Harare, Zimbabwe

Harare scored 43.8, with extreme healthcare problems (29.2) and poor infrastructure (35.7). Education is comparatively better at 66.7, just boosting its rank.

6. Lagos, Nigeria

Lagos received a total of 43.5. Healthcare continues to be abysmal at 37.5, but infrastructure is marginally better at 53.6. Cultural environment stands at 54.4

5. Algiers, Algeria

Algiers got 42.8, pulled down by poor infrastructure (30.4) and average culture (45.4). Healthcare posts 54.2, and education is at 58.3

4. Karachi, Pakistan

Karachi scored 42.7, affected by extreme instability (20) in spite of good education (75). Healthcare posts average at 54.2, while infrastructure posts 51.8

3. Dhaka, Bangladesh

Dhaka averaged 41.7 overall. Education takes the lead at 66.7, but infrastructure brings it down with just 26.8, along with poor healthcare at 41.7

2. Tripoli, Libya

Tripoli had a score of 40.1. Low stability (30) and decent healthcare (45.8) overshadow education at 58.3. Infrastructure is still poor at 41.1

1. Damascus, Syria

Damascus is ranked worst city in the world to live with only 30.7 points. Stability is badly low at 20, and healthcare scores 29.2, indicating extreme living difficulties.
