The US Senate has moved to advance the CLARITY Act, a major cryptocurrency bill aimed at creating a clear regulatory framework for cryptocurrencies and other digital assets.
The proposed legislation seeks to define how digital tokens are classified and which financial agencies would oversee them. Senate Majority Leader John Thune, a Republican, on August 8 called for setting up a key procedural vote on the CLARITY Act when the Senate returns from its August recess in mid-September. The move could pave the way for a full Senate floor vote on the bill, according to a report by Reuters.
The proposed legislation would establish a comprehensive federal framework for the US crypto industry. It sets rules for deciding whether digital tokens are securities or commodities with regulatory responsibility assigned to the relevant financial agencies.
For crypto companies, the legislation can provide greater certainty around the rules governing digital assets in the US. Industry participants have argued that clearer regulations could also support wider adoption of cryptocurrencies.
The bill still needs to clear a significant voting hurdle in the Senate. It requires 60 votes to pass, meaning it currently needs support from at least eight Democrats in addition to all voting Republicans. The move indicates that Senate Republican leaders believe they may be able to secure the required votes despite continued opposition from many Democrats.
The development comes as US President Donald Trump continues to prioritise cryptocurrency regulation. The CLARITY Act would represent another significant crypto policy move for his administration after Trump signed legislation supporting dollar-backed Stablecoins into law last year. The Democrats have also raised concerns over potential conflicts of interest linked to the Trump family’s crypto interests.
The crypto industry’s support for regulatory reform has also extended to US elections. Crypto industry groups spent more than $119 million backing pro-crypto candidates in the 2024 US Presidential election with advancing the CLARITY Act and Stablecoin legislation among their priorities.
The proposed legislation has also raised concerns among banks. The banking sector has opposed provisions that could allow crypto companies to compete for bank deposits by offering rewards to customers holding Stablecoins.
According to the report, Trump has continued to push for changes to the US crypto regulatory framework, while the White House has also been supporting efforts to advance the CLARITY Act.
The next major development will be the procedural vote when the Senate returns from its August recess. If the bill secures the required support, it could move towards a full Senate vote.
