The state of Karnataka has yet again brought reforms to the real estate segment, where convenience and ease are considered by the homebuyers. One of the most notable accomplishments in property registration has been the e-khata for the past few years, where one could digitally register a property by providing the supported documents. This curbed a lot of downsides experienced by homebuyers, such as bribing, delays, unnecessary revisits to the authority offices, and manually shifting the paperwork from departments.
On a broader segment, the reforms brought to this under the Karnataka Budget 2026-27, a significant technology is being introduced aimed at modernising the state’s property registration system. The system is a digital platform called Kaveri 3.0, which is an update to the pre-existing Kaveri 2.0 version but with AI additions. These will streamline property transactions, reduce paperwork and make home-buying a faster and more transparent segment for buyers and developers both.
At the core of this reform, an upgraded property registration platform will be developed with an estimated budget of Rs 65 crore, as per a report shared by ET Realty. This platform is expected to replace the traditional ways of property registration through multiple and tedious paperwork, while ensuring that the process of property registration is entirely digital. Through this platform, buyers and sellers will be able to complete the property registration online without having to visit the sub-registrar's officers in person. The digital system will integrate multiple functions like drafting documents, stamp generation, and storing digital records.
The legal grounds for these changes were laid out when the state amended the Registration Act in 2025. This allowed property transactions to be registered remotely. This also ensures that parties involved in the transaction can complete the process directly.
The budget also proposed that the Karnataka Land-Stack Scheme, which will integrate multiple land-related databases into a unified GIS-based digital platform. Applications like Bhoomi, Mojini, Kaveri, E-Swathu, and E-Asthi will be used to combine one massive database. The integration will enable data sharing between government departments and reduce the gaps that delay the registration process.
Introduction of this process could significantly simplify the purchasing processes for homebuyers. Earlier, property registration involved multiple visits to government offices, submission of paperwork, and long waiting periods.
The new digital process aims to eliminate many of these blocks. This process not only saves time but also reduces the costs linked to intermediaries, travel, and administrative delays.
