MPD-2047 Could Spur Private Participation In Delhi Housing

The notified Master Plan for Delhi (MPD)-2047 could make significant shifts in the housing market, as it plans to give private developers a large role in redeveloping existing urban areas. For homebuyers, this plan can eventually mean more housing choices, including affordable and small-configuration homes.

MPD-2047 anticipates around four million new affordable housing units to be added in the housing inventory by 2047. The plan places emphasis on small-format homes, with units in the 25-60 square metre carpet-area range. This is expected to form an important part of the affordable housing development landscape.

For homebuyers, increased supply could mean that there's more options for people to choose from. Be it size configurations or price ranges. Delhi has historically faced constraints on land availability and large-scale private development. Participation by developers could allow more projects to come to market, especially in areas that open up through redevelopment, land pooling and transit-oriented development.

The plan seeks to make large-scale private development more viable by relaxing certain development restrictions. Height restrictions have been removed across much of Delhi. As such, higher-density development could allow developers to build more homes on available land. This could benefit buyers by increasing the availability of apartments in organised developments rather than leaving much of the housing supply dependent on plotted or fragmented development.

The transit-oriented development push is particularly relevant. The government estimates that development around Metro corridors could generate around 1.80 million homes over the next two decades. For buyers, this could eventually create more residential choices closer to public transport and employment centres.

“Higher-density development can deliver meaningful gains in land utilisation, but its success will depend on whether mobility, water supply, sewerage, drainage, power and other urban services are planned and upgraded in tandem,” says Virendra Kumar, deputy head, Rodic Consultants.

What It Could Mean For Home Prices

Greater supply can improve affordability by giving buyers more choices and reducing pressure caused by limited inventory. However, MPD-2047 does not automatically mean that property prices will fall. Land values, construction, infrastructure, and demand will dictate the prices. New projects in prime locations could also command premium prices because of their access to amenities.

As such, buyers should view increased supply as an affordability benefit rather than an assurance of cheaper homes. For prospective homebuyers, the key impact of MPD-2047 is likely to be greater choice rather than an immediate change in prices.
