Retail investor participation in the domestic securities market has risen in the past few years. The rise has been spurred by advancements in technology and the digitisation of the investing ecosystem. However, amid these advancements instances of financial fraud and regulatory impersonation have also increased.

Fraudsters devise new methods to manipulate market participants by using forged official documents. Earlier in February, Securities and Exchange Board of India (Sebi) cautioned investors against fraudulent notices being circulated in its name, which illegally demanded the payment of Securities Transaction Tax. In other instances, scammers have also engaged in fake account handling schemes and impersonated registered fund managers to extort money.

To mitigate this issue and provide a  mechanism for investors to confirm the authenticity of communications they receive from the regulator, Sebi has revamped its Document Number Verification System. The updated framework was announced via a circular issued on October 1, 2026.

What Is Sebi's Document Number Verification System

Sebi’s Document Number Verification System (DNVS) is a digital authentication tool available directly on the regulator's official website. The tool is designed to help recipients of a physical communication check if the message or document they have received from Sebi was genuinely dispatched by the authority. Notably, the system was first introduced in 2025.

"Sebi had launched the 'Document Number Verification System' in April 2025 and a Press Release in this regard was also issued on April 3, 2025 (PR No. 17/2025)," Sebi said.

The portal helps in confirming the issuance of letters, notices, and show cause notices. To use the tool, users have to enter specific details printed on the physical letter they receive, such as the outward number, date, issuing official, and recipient name. Once the credentials are submitted, the system queries its internal database to fetch the corresponding records.

"If correct details are entered, the query would be returned with a confirmation that the letter/communication with those details had been issued by Sebi," Sebi said.

However, to prevent sophisticated scammers from copying a valid outward number onto a fake letter, the regulator has introduced more stringent parameters. Sebi highlighted the revamping of the portal's security parameters.

"In order to strengthen and increase the credibility of the authentication done, the 'Document Number Verification System' has now been modified to include the 'Subject Matter' of a Sebi letter as one of the mandatory fields required for verification of a physical letter/notice," Sebi said.

Furthermore, the updated system is now directly aligned with the outward number format generated through the outward module of the regulator's internal E-Office system.

How Sebi's Document Number Verification System Helps Investors

The upgraded verification system serves as a defense for retail investors against extortion and phishing scams. When an investor receives an intimidating letter claiming that their trading account is frozen or demanding payment of a compliance fee, they can scan a QR code provided by the regulator to access the web-page directly and verify the document's origin.

By making the subject matter a mandatory field in the DNVS, the system ensures that a scammer cannot take a genuine outward number from a routine letter and apply it to a fake penalty notice. The subject must match internal records. The regulator clarified the exact scope of what the digital tool confirms for the user.

"Such verification does not constitute a verification of the contents of that letter," Sebi said.

This means investors can verify the origin of the document without assuming the text itself is legally binding or error-free. Investors are advised that if the portal indicates no record is found, they should check the details they have typed into the DNVS or seek confirmation from the regulatory body by email.

The regulator provided an alternative validation method for documents issued before the system update.

"As the revamped system is operationalized from September 2026, any communication issued prior to the said period may be verified by the recipient by sending an e-mail with necessary details to dnvs@Sebi.gov.in," Sebi said.

This direct and enhanced verification layer empowers retail investors to instantly spot forged documents and avoid falling victim to financial extortion.
