Government Plans To Set Up Regional Resource Centres For Senior Citizens: What To Expect

The government plans to establish Regional Resource and Training Centres (RRTCs) for senior citizens and has invited expressions of interest from relevant entities. The Ministry of Social Justice and Empowerment (MoSJE) had recently issued a notification regarding it on June 24, 2025. It asked for proposals from non-governmental organisations (NGOs) and other entities as part of its initiative under the Integrated Programme for Senior Citizens (IPSrC) of the Atal Vayo Abhyuday Yojana (AVYAY). These regional centres are planned to be set up in 27 states and union territories (UTs) to work as the nodal agencies to take care of all activities related to senior citizens’ care.

As the senior population is expected to almost double to 347 lakh in India by 2050, these RRTCs or nodal agencies for this age segment may be expected to enhance their well-being.

What Is The Integrated Programme For Senior Citizens (IPSrC)?

IPSrC is a scheme for senior citizens implemented by the Ministry of Social Justice and Empowerment under AVYAY. It aims to provide basic amenities, like food, healthcare, shelter, and entertainment to older destitute adults in society, ensuring a dignified life for them. The scheme also has provisions to take support from NGOs, local bodies, and panchayat raj institutions for capacity building of seniors and encourage them for active and productive ageing.

What Seniors Can Expect From RRTCs?

According to government notification, these RRTCs will operate under the direction and supervision of the ministry (MoSJE). These will be responsible for providing technical support and guidance for senior citizens programmes in the concerned states, spreading awareness, training stakeholders, conducting regular inspections, research, and advocacy. They would also liaise with the State government and generate the database. They will also support their respective state governments in creating plans for senior citizens. So, these RRTCs will be the connecting point for senior citizen beneficiaries and a link between them and the ministry, as well as the National Institute of Social Defence (NISD).

As the ministry calls for the EOI, interested entities can submit their response on the ministry’s official website or the e-Anudaan portal. They can submit their response by July 15, 2025. The ministry will evaluate the proposal applications and may seek any further information if it wants clarification or conduct a site visit if it seems required.
