Special Voluntary Retirement Scheme In Mizoram: An Honourable Exit Opportunity For Unfit Government Employees, Says CM Lalduhoma

Mizoram government allows unit government employees to take voluntary retirement under special scheme

The Chief Minister of Mizoram, on March 3, 2025, announced voluntary retirement for government employees under the Special Voluntary Retirement Scheme, which the state government launched in January 2025. According to the chief minister, employees who are unable to fulfill their duties for various reasons can leave service honourably under the scheme.

As per the notification by the Personnel and Administrative Reforms Department, Government Of Mizoram, dated January 15, 2025, “This scheme shall apply to regular employees governed by ‘CCS (Pension) Rules, 1972’ and it shall also apply to regular employees governed by the ‘Mizoram New Defined Contributory System, 2010’ who have opted for premature exit / voluntary retirement”.

After coming to power in December, CM Lalduhoma observed the proxy culture government employees have been using for more than a decade. In an attempt to end this culture, the scheme has been introduced paving the way for such employees for an honourable exit.

"Our government has introduced a special voluntary pension scheme for employees. Any employee, who is no longer fit to execute his or her duty, is expected to apply for a voluntary pension under the scheme. We are not trying to sack the employees but give them an opportunity for their honourable exit", PTI reported citing the CM. The initiative is to bring good governance and improve government services in the state.

How Many Employees Were Using Proxies?

Reportedly, around 3365 government employees from 44 departments have hired proxies to work on their behalf, for reasons primarily including health issues and domestic problems.

While the government directed such employees earlier in June 2024 to report to their respective departments within 45 days, the long-held practice hasn’t changed much. 

Thus, a special voluntary retirement scheme has been introduced for employees who use proxies for various reasons.

What Retirement Benefits Will Employees Get Under The Voluntarily Retirement Scheme?

As per the notification, the following retirement benefits will be provided:

For those who are covered under the CCS (Pension) Rules, 1972:

  • Pension as per rule 49, family pension as per rule 54, and retirement gratuity as per rule 50 of the ‘CCS (Pension) Rules, 1972’ as amended from time to time

  • Commutation up to a maximum of 40 per cent of pension under the ‘CCS (Commutation of pension) Rules, 1981’ provisions

  • Admissible leave encashment up to the date of acceptance of voluntary retirement as per CCS (Leave) Rules, 1972

  • Balance accumulated in the group provident fund (GPF) as per ‘General Provident Fund (Central Services) Rules, 1960’ provisions

For those covered under the ‘Mizoram New Defined Contributory Pension Scheme, 2010’:

  • A lump sum grant of one-fourth of emoluments for each completed six months of qualified service up to a maximum of seven times the emoluments or five lakh, whichever is lower

  • Admissible leave encashment up to the date of acceptance of voluntary retirement as per CCS (Leave) Rules, 1972

  • Withdrawal and annuitisation as per the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under the National Pension System) Regulations as amended from time to time

According to the government, there are currently no reports of employees using proxies. If any such cases arise, appropriate action will be taken.
