For many seniors with disabilities, expenses related to medical, mobility, and care suddenly rise during retirement, when sources of regular income shrink or disappear altogether. Pension programs for persons with disabilities provide a predictable source of income. These pensions can help meet recurring costs, such as medicines, assistive devices, home care, or transport.
On this International Day of Persons with Disabilities, let us look at which pension programs seniors can access, what their eligibility criteria are, and the kind of support they offer.
The major program provided by the Centre for seniors with disabilities is the Indira Gandhi National Disability Pension Program. The eligibility for this program is that the individual must have a disability level of 80 per cent or higher and the individual should belong to a household listed under below poverty line (BPL) criteria.
In many regions, the Centre also provides a base pension of around Rs 300 per month to those who qualify. State governments usually top this off with additional amounts, and the total monthly support reaches around Rs 1,000 or more in some areas, depending on the state supplements.
The applicant needs to submit a valid disability certificate issued by a government medical board, proof of household income, identity, residence proof, and bank details for direct benefit transfer in order to claim the pension.
The Indira Gandhi National Old Age Pension Scheme provides monthly assistance to senior citizens aged 60 and above from BPL households. While this scheme is not targeted towards disability, seniors with limited mobility or chronic illnesses also qualify for this scheme. This scheme aids the elderly in meeting their routine expenses, medication, and care-related expenditures. Applicants must provide proof of age and their household income below BPL criteria to avail of the benefits.
Since social welfare is implemented jointly between the central and state governments, the amount under disability programs usually depends on additional state contributions. The rules on age limits, qualified income thresholds, and norms for disability documentation are left to state authorities, which naturally makes them variable from region to region. Some districts require at least a medical board certificate of 80 per cent disability as a precondition for central support.
