How many chequebooks can a bank issue at a time? Can a bank deny you a chequebook if it has issued you one only seven days earlier?

The bank is only obliged, under the law, to enable costless withdrawal of money kept in a savings account. As long as the bank branch has a freely available withdrawal slip, the bank has met this obligation and can charge for any other facility that it offers. A cheque enables you to not only withdraw from your account, but also make third-party payments. This is, therefore, a facility for which the bank is legally on firm grounds to provide only specific quantities, and charge a fee.
