The 8th Central Pay Commission (CPC) has invited memoranda and representations from Unions of employees and pensioners, starting March 5, 2026. The pay commission is tasked to give its recommendations to the government by the middle of 2027, about various aspects, including the fitment factor to be used for revising the salaries, allowances, and much more. The CPC’s recommendations will affect all central government employees and, later, the state government employees, too.

A notification from the Ministry of Finance dated March 5, 2026, said, “The Eighth Central Pay Commission has provided an online structured format for inviting Memoranda/Representations from Associations/Unions of serving employees/pensioners, organizations/institutions, as well as from employees, pensioners, and interested individuals on its website. Submissions would be received up to 30th April, 2026.”

Invitation For Representation

The 8th CPC has invited representation from stakeholders, where respondents need to submit their responses with their names. This is different from the questionnaire issued last month. The link for submitting the suggestions or representation has nine questions to which respondents need to select a concern, explain the concern in detail, and then write a response. The response limit is higher (3,500 words) compared to the earlier-issued questionnaire.

The suggestions submitted may be processed by the Commission at its discretion.

Invitation For Response On Questionnaire

Last month, the Commission issued a questionnaire comprising 18 questions and invited responses on the same. The structured questionnaire invited responses from stakeholders, including the ministries, employee unions, pensioners, serving employees, and other interested individuals. The purpose of the questionnaire for the CPC is to be better informed. The responses will be used only for analysis and the names of the respondents will not be revealed or attributed.

The response limit was, however, limited to only 200 words per question.

Stakeholders can submit the responses on the official MyGov portal only. No offline submission and email are admissible in this regard.

In response to the 8th CPC’s invitation to Unions and other stakeholders to submit representation by April 30, 2026, Dr Manjeet Singh Patel, chairman, Central Government Employees Confederation, posted on X (formerly Twitter), “The 8th CPC has sought online suggestions from employees, pensioners, and organisations across the country. This process started on March 5 and will continue till April 30. When lakhs of suggestions will be submitted, studying them could be a major challenge for the Commission and may become an endless process. Even if they are filtered and summarised using AI, the seriousness of many issues and their solutions may be overlooked.”

As the Commission is accepting only online responses submitted through the portal, Patel requests that the Commission hold an online meeting with the Unions. “The Commission is requested to also hold offline meetings with central and central government organisations to discuss issues and obtain detailed memoranda, so that solid discussions can take place on extremely important matters and better solutions can be found,” he added.

The last date to submit an anonymous response on the questionnaire is March 16, 2026, and with one’s name is April 30, 2026.
