The Airports Economic Regulatory Authority of India (AERA) has fixed the user development fee (UDF) for passengers travelling from the Navi Mumbai International Airport during the first control period from 2025 to 2030, according to a revised tariff order issued on May 20, 2026.
Under the order, departing domestic passengers have to pay a UDF of Rs 620 per passenger for 2026-27, while departing international passengers have to pay Rs 1,225. The regulator has also fixed UDF charges for arriving passengers at Rs 270 for domestic travellers and Rs 525 for international travellers.
The revised rates will come into effect from June 1, 2026, and remain applicable till March 31, 2027. AERA has said the UDF will increase gradually every year until the end of the first control period in 2029-30.
The regulator has fixed the charges at levels lower than those proposed by the airport operator. According to AERA, the airport operator had sought a UDF of Rs 742 for departing domestic passengers and Rs 1,467 for departing international passengers for 2026-27. However, the regulator has reduced the approved rates after reviewing the proposal.
AERA has said it has carried forward 11.32 per cent of the Average Revenue Requirement (ARR) to the next tariff cycle between 2030 and 2035 in order to moderate airport charges for passengers and airlines.
The regulator has noted that the airport is a greenfield project with high upfront capital expenditure and lower traffic volumes in the initial years. Because of this, airport charges at newly built airports are usually higher than those at older operational airports with established passenger traffic.
According to AERA, domestic passengers are expected to benefit more from the moderated charges because they account for around 73 per cent of the airport’s total projected traffic.
The airport is operated by Navi Mumbai International Airport Ltd, a joint venture between Adani Group and City and Industrial Development Corporation.
AERA has also approved aircraft landing charges for airlines operating from the airport. For the period ending March 31, 2027, landing charges have been fixed at Rs 1,400 for domestic flights and Rs 1,850 for international flights.
The landing charges will increase gradually during the first control period. By 2029-30, domestic landing charges will rise to Rs 1,667, while international landing charges will increase to Rs 2,203.
The regulator has also approved a Variable Tariff Plan (VTP) for landing charges. According to AERA, this mechanism is expected to help airlines gradually increase flight operations at the airport during its initial years.
Parking charges for vehicles at the airport have also been approved under the tariff order. The airport has fixed parking charges at Rs 19 for the first two hours after the free parking period. For parking beyond four hours, the rate has been fixed at Rs 23.
The regulator has indicated that passenger charges will continue to increase during the control period. By 2029-30, the UDF for departing domestic passengers will rise to Rs 738, while departing international passengers will pay Rs 1,459.
For arriving passengers, the charges will increase to Rs 322 for domestic travellers and Rs 625 for international travellers by the end of the first tariff cycle.
AERA has also carried out a detailed prudence check and due diligence exercise before approving the tariffs. The regulator has approved an ARR of Rs 14,087 crore for the first control period against Rs 28,290 crore sought by the airport operator.
