Majhe Ghar - Majhe Adhikar: Maharashtra Government Launches Housing Policy for 2025; What It Means For Homebuyers

The Maharashtra government has laid out a wide-ranging housing policy aimed at supporting the Economically Weaker Sections (EWS) and Lower Income Groups (LIG). Titled Majhe Ghar - Majhe Adhikar (My Home - My Right), the plan combines financial support, redevelopment incentives, and modern construction norms to expand access to affordable housing across the state, as per Hindustan Times report.

One of the policy’s cornerstones is a Rs 2,000 crore allocation to support the self-redevelopment of ageing residential buildings. The move will be monitored by a special cell which will help co-op housing societies identify land, raise money, shortlist developers and complete work without hiring outside real estate companies.

The policy also introduces a rent-to-own model designed to benefit working women, students, and industrial workers. This option allows them to rent homes for up to ten years with the right to purchase the property at the end of the term, offering a path to ownership that’s often out of reach for these groups in traditional markets, as per the report.

Backing this policy with long-term investment, the government plans to contribute a significant share of the Rs 20,000 crore viability gap funding needed for the Mumbai Metropolitan Region’s G-Hub project. The contribution will come via the state’s Affordable Housing Fund and is based on recommendations from the NITI Aayog, the report added.

Deputy Chief Minister and Housing Minister Eknath Shinde underscored the policy’s green credentials. “The policy is to promote green building practices, and new constructions will be planned to combat climate risks, including heat, flood and earthquake, with innovative construction technologies under the Global Housing Technology Challenge for sustainable, disaster-resistant, cost-effective and climate-smart construction practices,” he said, as quoted by HT.

In line with the push for tech-enabled governance, the state also plans to launch a centralised digital platform, a Housing Information Portal powered by artificial intelligence. The portal will bring together data on housing demand and supply, geo-tagging, funding, and land acquisition. It will integrate with other digital systems, including MahaRERA, Mahabhulekh, and PM Gati Shakti, to create a unified housing ecosystem.

Additionally, the government will offer affordable rental housing near major hospitals in urban centres like Mumbai. These units, similar to those under the Prime Minister Awas Yojana (PMAY), will be available to the families of hospitalised patients, offering relief to many out-of-town families who struggle to find temporary accommodation during medical emergencies, the report added.
