The Ministry of Housing and Urban Affairs on September 4, 2025 convened the 5th meeting of the Central Advisory Council (CAC) under the Real Estate (Regulation and Development) Act, 2016 at Sankalp Bhawan, New Delhi. The session opened with a welcome address by Joint Secretary (Housing) Kuldip Narayan, followed by Secretary Srinivas Katikithala’s reflections on eight years of RERA’s implementation.

Union Housing Minister Manohar Lal Khattar, joined by Minister of State Tokhan Sahu, addressed the gathering of RERA chairpersons, state government secretaries, central representatives, homebuyer groups, and industry associations. On the occasion, the Minister launched the Unified RERA Portal rera.mohua.gov.in intended to provide a single platform for stakeholders, improve transparency, and enable states and union territories to share best practices.

Speaking on the occasion, Union Minister of Housing & Urban Affairs, Shri Manohar Lal said that the launch of the Unified RERA Portal is a major step in strengthening transparency and accountability in the real estate sector. He also added that RERA has empowered homebuyers, ensured the timely delivery of projects and infused discipline in the sector. He asked States and UTs to implement RERA in letter and spirit to protect the interests of citizens, as per an official statement.

The Council reviewed the progress of RERA: 35 states and UTs have set up regulatory authorities, 29 appellate tribunals are functional, and more than 1.5 lakh projects and over one lakh agents are registered. Authorities nationwide have already disposed of nearly 1.47 lakh complaints.

Discussions focused sharply on stalled projects and the committee report led by Amitabh Kant, which is now implemented in Uttar Pradesh but is pending elsewhere. The Council called for all states to adopt its recommendations, alongside standard operating processes to strengthen enforcement and complete unfinished projects. Members further pressed for a nationwide database of projects via the new portal, enabling buyers to make informed decisions while allowing policymakers to monitor risks and anticipate delays using AI-driven tools.

The Minister called the launch a “major step” in enforcing accountability and reminded states to implement RERA in “letter and spirit.” Minister of State Tokhan Sahu added that priority must now shift to reviving legacy stalled projects and speeding up grievance redressal.
