The annual process to submit the life certificate starts in November every year for senior citizens. Pensioners can submit a life certificate both offline and online from November 1-30, 2025. However, the government’s focus has been to encourage the digital submission to reduce hassles for seniors.

The Department of Pension & Pensioners’ Welfare (DoPPW) has also announced the launch of a digital life certificate (DLC) 4.0 campaign, under which awareness camps will be organised in around 2,000 cities and towns across the country.

Notably, for super seniors, the annual process of life certificate submission starts one month earlier, on October 1, every year.

It is important for pensioners to submit a life certificate within the stipulated timeframe to continue receiving their pension without interruption. Before the launch of the digital submission facility in 2014, pensioners had to visit their banks, or a post office, or pension disbursing authorities, or avail themselves of doorstep banking services, and sign the certificate in officials’ presence to declare that they are alive. Though the offline submission is still available, it is time-consuming and at times may delay the submission, which can result in a halt of pension payment. The pension payment, along with the arrears, can only be restarted from the subsequent month of certificate updation in the system.

But with the digital service, life certificate submission has become much easier.

How Does The Online Process Work?

The government launched the 'Jeevan Pramaan' app in 2014. A pensioner can submit life certificate through this app, which verifies the pensioner’s personal information with Aadhaar-linked biometric information and generates a digital life certificate (DLC). The certificate is stored in the government’s repository from where pension disbursing agencies access it and accordingly disburse pension to the pensioners.

Process To Submit Life Certificate Online

Here is a step-by-step process to submit a digital life certificate.

  • Download the ‘Jeevan Pramaan Face App’ and ‘AadhaarFaceRd’ app from the Google Play Store or APP Store.

  • Enter mobile number, email ID, and Aadhaar number. Anyone other than the pensioner can also do it on the pensioner’s behalf, because this mobile number does not necessarily have to be linked to Aadhaar.

  • Validate the details through the OTP received on the mobile. After validating, enter your (pensioner’s) name, and tick the box for scanning the face.

  • Follow the instructions for face scanning. After successful scanning, a message ‘Client Registration Successful’ will show on the screen.

  • On the next screen, enter your (pensioner’s) Aadhaar and mobile number and click ‘submit’. An OTP will be sent to the pensioner’s mobile. Enter that OTP to verify the entered details.

  • The next screen will show the pension details, such as pension type, sanctioning authority, disbursing agency, etc. Check, make changes if needed, and submit.

The process is complete. The digital life certificate, bearing the pensioner’s Pramaan ID and PPO number, will show on the screen. The submission confirmation is also sent through SMS to the pensioner.
