The last trimester of a calendar year is crucial for senior citizens. They need to complete the annual ritual of submitting their life certificates. It is necessary to submit it on time to continue receiving the pension. For the last few years, the government has been focusing on making the annual process convenient for older people through the digital submission of a life certificate. It ran the Digital Life Certificate Campaign (DLC) 3.0 last year from November 1 to November 30. Notably, around 1.62 crore DLCs were submitted due to enhanced awareness. This year, the target is to increase the number further. In this regard, the Department of Pension & Pensioners’ Welfare (DoPPW) is scheduled to launch the fourth edition of the digital submission of life certificates. The DLC campaign 4.0 will start on November 1.

In an office memorandum dated July 30, 2025, DoPPW issued guidelines for running the campaign, which will be conducted in collaboration with various stakeholders to spread awareness around DLC. These stakeholders include India Post Payments Bank (IPPB), Pensioners’ Welfare Associations, pension disbursing banks, the Controller General of Defence Accounts (CGDA), Department of Telecommunications, Employees’ Provident Fund Organisation (EPFO), UIDAI, and the Ministry of Electronics & IT (MeitY), and the Ministry of Defence and Ministry of Railways for their own pensioners.

The DLC campaign 4.0 would be conducted in around 2000 cities and towns across the country, compared to around 800 districts and citizens in the previous campaign.  

However, for the super senior citizens, life certificate submission starts a month earlier, from October 1, every year. DoPPW, through its July memorandum, highlights and instructs the banks to provide DLC services to super seniors one month from October 1. It reads, “There is a special provision for pensioners aged 80 years and above to submit their Life Certificates in the month of October, also to ensure continuity of their pension. The banks should ensure that their branches are equipped to provide DLC-related service to the super senior pensioners from 1st to 31st October 2025.”

How To Submit DLC?

One can submit the life certificate offline by visiting banks, post offices, pension disbursing offices, or availing of the doorstep banking services.

For online submission, one needs to upload the ‘Jeevan Pramaan’ App from the Google Play Store. The app uses Aadhaar-based biometrics for the verification of the senior citizens submitting DLC.

How To Submit Life Certificate Online: The process

Step 1: Download the ‘Jeevan Pramaan Face App’ and ‘AadhaarFaceRd’ app from the Google Play Store or APP Store 

Step 2: Provide mobile number, email ID, and Aadhaar number. The mobile number need not necessarily be linked to Aadhaar 

Step 3: Validate the details with the OTP received on mobile. After authentication, write your name, tick the check box, and click ‘Scan’ 

Step 4: On the pop-up screen, click ‘Yes’, follow the instructions, and scan your face. When it is authenticated, a message ‘Client Registration Successful’ shows on the screen 

Step 5: On the next screen, write your (pensioner) Aadhaar and mobile number, click ‘submit’, and verify with the OTP 

Step 6: A new screen will open with details, such as pension type, disbursing agency, etc. Check the details, change if needed, and submit

The life certificate will be generated, and the document will show on screen bearing the Pramaan ID and PPO number on it. An SMS will also be sent to the pensioner confirming the successful submission.
