Uttar Pradesh Leads Atal Pension Yojana Enrolment With 13.5 Million Subscribers, Maharashtra, Bihar Rank Next

Atal Pension Yojana offers a guaranteed and fixed pension, starting from Rs 1,000 to up to Rs 5,000 per month, to workers in the unorganised sector. Uttar Pradesh has recorded the highest number of enrolments under the scheme since its inception

Uttar Pradesh leads in the number of enrolments in the Atal Pension Yojana (APY) since its inception in 2015, with 13.50 million subscribers, followed by Maharashtra with 8.04 million subscribers and Bihar with 7.34 million subscribers. Union Minister of Finance Nirmala Sitharaman gave this information in a written reply to a question in Lok Sabha on the first day of the Winter Session of Parliament on December 1, 2025.

Atal Pension Yojana (APY)

APY was launched on May 9, 2015, to provide social security to the unorganised sector workers. The scheme is open to all citizens of India, between 18 and 40 years of age, who is a non-taxpayer. One can open an account with the post office, banks, including public sector, private sector, regional rural banks (RRBs), small finance banks (SFBs), payments banks, and cooperative banks. These entities work as a point of presence (PoP) for APY, and subscribers can open their APY accounts with them. Under this, the pension is a fixed and guaranteed amount payable to the subscriber after the age of 60.

APY Enrolment

Sitharaman said in her reply that as of October 31, 2025, there were a total of 83.40 million (83,413,738) APY enrolments, a 599 per cent increase since 2022-23. Women’s enrolment has risen to 48 per cent of the total (since inception); however, for 2024-25, it has been 55 per cent, and this year too, as of October 31, 2025, it was at 55 per cent.

The Pension Fund Regulatory and Development Authority (PFRDA) is the monitoring authority for APY and the National Pension System (NPS), to provide pension security to Indian citizens. However, the NPS is a flexible and broader scheme compared to the APY, which is only for unorganised sector workers. However, unlike NPS, APY guarantees a pension with a minimum of Rs 1,000 and a maximum of Rs 5,000 for life.
