This trend is also followed by the Finance Ministry, with the Union Budget being one of the year's most important events. The Halwa Ceremony, an annual ritual, is held by the Ministry of Finance in preparation for the Budget. This event is normally held a few days before the finance minister's address.

What is the Halwa Ceremony?

The Halwa Ceremony is a pre-budget ceremony that involves preparing sweets in the Finance Ministry's kitchen. A huge batch of halwa is prepared in a kadhai (wok) and served to ministry personnel who worked on the budget. The Finance Minister officiates the occasion by stirring the halwa and serving it to the employees.

Significance Of The Ceremony

Beyond its auspicious meaning, the Halwa Ceremony is critical to the budget planning process. Following the event, those engaged in preparing the Budget papers undergo a period of 'lock-in'. During this period, they are quarantined in the Finance Ministry's North Block, with all exterior communication barred. Their cell phones are seized to maintain secrecy and security. This is done to ensure that no budget-related information leaks before the Finance Minister's statement before Parliament. After the 'lock-in' period, the Budget materials are delivered to the basement of the North Block for printing, but only after the Prime Minister's permission. To ensure the maximum level of secrecy, the Intelligence Bureau performs surprise inspections of the basement during the printing process.
