The 16th meeting of the State Level Coordination Committee (SLCC), convened by the Reserve Bank of India (RBI), has examined the changing nature of financial fraud and measures for investor protection in Haryana. State chief secretary Anurag Rastogi chaired the meeting on September 7, 2026.
The panel also reviewed the action taken on matters from its previous meeting, complaints received through the SACHET portal, market intelligence inputs, and cases involving alleged financial fraud and unauthorised collection of deposits.
RBI Regional Director Vivek Srivastava briefed the committee on changes to the SACHET portal, which handles complaints and information related to unregulated financial activities.
The updated portal was launched on June 25, 2026. It is available in 13 languages and has received accessibility features for differently-abled users. A tutorial video has also been added to explain the process of filing a complaint through the portal. Rastogi directed officials to spread awareness about the facility among the residents in the state.
The committee also reviewed complaints received from Haryana through the portal and examined market intelligence on new forms of financial fraud.
The meeting also examined issues related to online gaming-related frauds. Fraudsters have been using fake in-game rewards to target young users as well as payment accounts linked to their parents’ bank accounts.
Such activity can result in unauthorised transactions and financial losses. The meeting also discussed the need for greater public awareness, information-sharing between institutions, and coordinated action against cyber-enabled financial crimes.
The meeting also covered MuleHunter.ai, an artificial intelligence (AI) and machine learning (ML)-based system developed by the Reserve Bank Innovation Hub (RBIH) to identify mule accounts.
Mule accounts are bank accounts used to receive, transfer or move money obtained through fraudulent or illegal activities. The RBI has informed the committee that the system has been deployed across 31 major banks.
The panel also reviewed financial literacy efforts in Haryana. More than 25,000 financial literacy programmes have been conducted across the state, according to RBI. The programmes have focused on financial services, safe banking practices, and protection against financial fraud. The meeting also examined the need for timely reporting and information-sharing since financial fraud methods have become more technology-driven nowadays.
