Maharashtra Housing Policy 2025: The Maharashtra government has cleared the deck for a comprehensive overhaul of its housing blueprint with the rollout of the Maharashtra Housing Policy 2025. At the heart of the new framework is supposed to be a statewide survey aimed at mapping housing demand across districts. This is driven by the changing patterns in housing needs in the post-pandemic era.

According to the policy document, the government intended to complete the housing demand and need survey by 2026. It will assess the current housing scenario district by district, focusing on socio-economic indicators, availability of infrastructure, and changing consumption habits. Officials believe this data-driven strategy will lay the groundwork for targeted, equitable housing projects.

"These surveys will focus on understanding existing housing conditions, socio-economic profiles, and access to basic infrastructure and services. The collected data will serve as the foundation for policy formulation, resource allocation, and prioritization of housing projects to address diverse regional and demographic needs effectively," the policy noted.

The survey is supposed to include a demand analysis across income categories and geographic zones, with particular attention to trends in migration, rental housing, and the demand for affordable and special-category homes. The government sees this as a corrective step to align its supply strategy with real-time demand on the ground.

In a bid to support vulnerable groups, the policy emphasizes inclusivity. Housing needs will be evaluated across income levels, with a specific focus on economically weaker sections (EWS), low-income groups (LIG), senior citizens, working women, students, and persons with disabilities. It also outlines a parallel survey of government land banks, scheduled to wrap up by March 2026, to identify viable land parcels for housing development.

Approved by the Maharashtra Cabinet on May 22, the policy aims to construct 35 lakh affordable homes by 2030 with a projected investment of Rs 70,000 crore. It laid out a roadmap for sustainable and climate-resilient housing, combining technological innovation with regulations. This is also supposed to enable ease of doing business among developers.

As part of the broader push, the government has also rolled out incentives to encourage senior living projects. Buyers falling under this segment will have to pay a flat Rs 1,000 stamp duty. The updated stamp duty is down significantly from the previous 5–7 per cent.

Beyond affordability, the policy focused on the redevelopment of dilapidated buildings, slum transformation through public-private partnerships, and industrial housing that ensures workers are housed near their job sites. There's also a push for green building norms and rental housing schemes for migrant workers and students.
