The West Bengal government has announced a 20 percentage point increase in the Dearness Allowance (DA) and Dearness Relief (DR). This decision is only for the state government employees and pensioners. The announcement was made part of the state’s first full budget under the newly elected government.

With this revision, the DA rate for employees and the DR rate for pensioners will rise to 38 per cent of the basic pay. The enhanced allowance is scheduled to come into effect from October 01, 2026, providing significant relief against the rising costs of living due to inflation.

Why Dearness Allowance Matters

Dearness Allowance is a cost-of-living adjustment that is paid to government employees and pensioners. It is a calculated percentile of the basic salary received. This percentile is revised periodically based on trends of inflation and consumer price rise.

This percentile is revised at regular intervals in order to provide financial security to employees and pensioners against price rise. DA plays a crucial role in providing security. This latest hike is expected to boost the monthly incomes of lakhs of beneficiaries across the state.

One of the significant aspects of the announcement is the impact on the long-standing pay difference between the West Bengal employees and their counterparts in the Central government. Employees of the Central government receive their DAs under the 7th CPC framework, while the West Bengal employees receive their DAs under the older pay commission structures.

Before the last announcement, the difference in Da between state and central government employees stood at 42 percentage points. The new hike reduces the gap by nearly 22 percentage points, as per a report by Livemint.

Apart from this increase in DA, the state budget included many employee-focused and welfare measures. The government has announced plans to fill one lakh vacant government job positions, which plans to recruit 20,000 individuals into the police force. The decision also reveals plans to enhance the honorariums for frontline workers.
