EPFO Doorstep Life Certificate Service For EPS Pensioners: When Can You Submit DLC?

The Employees’ Provident Fund Organisation (EPFO) and India Post Payments Bank (IPPB) came together to provide the doorstep digital life certificate (DLC) submission facility to pensioners. They signed the memorandum of understanding (MoU) in November last year and released the Standard Operating Procedure (SOP) in January 2026. This is applicable for beneficiaries enrolled under the employee pension scheme-95 (EPS-95). Although EPS-95 pensioners can submit their life certificate digitally themselves using smartphones, those who are not tech-savvy can also submit it from the comfort of home now, using IPPB’s doorstep DLC facility for free.  

Note that the offline mode of submission will also keep working. Pensioners can visit their banks or EPFO office to submit their life certificate offline.

However, life certificate submission is an annual exercise, and for those with mobility issues, the doorstep facility by IPPB may be useful.

DLC Submission For Free

The DLC submission will be free only on successful submission. And it will be considered successful only when DLC is done by IPPB when DLC submission is already due or about to be due within 30 days. Once the DLC is approved by EPFO manually or automatically, it will be successful. The expenses will be borne by the Centralised Pension Payment and Reconciliation Centre (CPPRC), EPFO.

When Can A Pensioner Submit A Life Certificate?

All pensioners under the EPS-95 scheme need to submit their life certificate within one year from the date of their life certificate submission the previous year. In case a life certificate is not submitted, the pension would be stopped from the next month.

Note that in the case of government employees, getting a pension under the old pension system (OPS) or the National Pension System (NPS), the life certificate submission period is only one month, starting from November 1 to November 30. For super senior citizens, the submission period starts on October 1. Any late submission means the stoppage of pension from the succeeding month.

However, EPS-95 scheme beneficiaries are usually non-government sector employees, and for them, the life certificate submission is not restricted to a particular month every year. Rather, they can submit their life certificate at any time of the year, but in the same month as in the previous year.

Until 2019, EPFO followed the practice of life certificate submission only in November. But considering the sudden increase in workload of field offices and difficulties faced by pensioners and increasing grievances, it changed the rule in 2019, through a circular dated December 18, 2019.

“It has been decided that henceforth, the system of submission of Life Certificate/ Jeevan Pramaan by Employees Pension Scheme, 1995 pensioners in the month of November in each year may be replaced by a system of submission of Life Certificate/ Jeevan Pramaan after a year from the date of submission of the last Life Certificate/ Jeevan Pramaan.”

How Will The Doorstep DLC Facility Work?

Step 1: Pensioners need to call on IPPB’s customer care number #033-22029000, requesting a home visit by a postman.

Step 2: Postman or Dak Sevak will visit the home, verify the DLC due date, match the pension payment order (PPO) and Aadhaar details of the pensioner, and register DLC using face authentication or biometric details.

Step 3: EPFO will verify the DLC data and generate a report for successful, unsuccessful, and pending approval DLCs and inform IPPB.

Step 4: For successful DLCs, IPPB will get reimbursement from CPPRC, which is Rs 50 per DLC.

Step 5: EPFO and IPPB nodal officers will conduct a monthly meeting to review the process and performance, and discuss measures for improvement in the process.

So, now EPS-95 pensioner can submit their DLC anytime of the year in the same month of the year in which they submitted the life certificate in the previous year.
