In a historic political shift that has redrawn the map of South Indian politics, C. Joseph Vijay, popularly known as Thalapathy Vijay, the movie star turned leader of the Tamilaga Vettri Kazhagam (TVK), is set to be sworn in as the Chief Minister of Tamil Nadu on May 9. However, the TVK, which won 108 seats on its own, is still short of support from one MLA to successfully form the government.

The ceremony is expected to be held at Chennai’s Jawaharlal Nehru Indoor Stadium, following a tense post-election period where Vijay and the TVK scrambled to gather support from key allies to cross the 118-seat mark. So far, five Congress MLAs, two MLAs from CPI, and two CPI(M) MLAs, taking the total support for Vijay-led TVK to 117 MLAs in the 234-member Tamil Nadu Assembly, according to reports. With the uncertainty around the incumbent government, citizens are also eagerly waiting to see how the “Vijay Era” will balance growth in the state with the fiscal challenges. As of 2025-26 revised estimates, the outstanding debt of the state stood at Rs. 9.5 lakh crore, and the debt to GSDP ratio, which is a key indicator of the state's fiscal discipline against growth, was at 26.12 per cent.

As the state transitions from decades of Dravidian party dominance, all eyes are on Vijay’s ambitious economic roadmap, which promises a delicate balancing act between massive welfare spending and a push for high-tech industrial growth. For the average taxpayer, the implications could be immediate.

The TVK manifesto proposes a series of tax-related reforms aimed at easing the burden on the middle class and small businesses. Key among these is a five-year electricity tax exemption for industrial units and the total abolition of peak-hour electricity charges. While these moves are welcomed by the business community, fiscal analysts caution that the revenue gap will need to be filled through more efficient tax collection or increased borrowing. The new government’s welfare package is perhaps the most lucrative in the state’s history. Vijay has pledged a monthly grant of Rs. 2,500 to women heads of households, alongside six free LPG cylinders annually and free piped water for every home.

For the youth, the administration plans to roll out a Rs. 4,000 monthly unemployment allowance. These subsidies are designed to provide a social safety net but are estimated to increase welfare expenditure for the state by 52 per cent and put the state’s finances under a microscope.

Investment and job creation remain the twin pillars of Vijay’s vision for a “$1.5 Trillion Economy”. His government has proposed the creation of five lakh government jobs and the hiring of an additional five lakh youth as “CM People Service Associates”. To fuel this growth, the TVK plans to establish a dedicated Ministry for Artificial Intelligence and set up AI Parks across the state. With this tech-forward approach, the TVK aims to transition Tamil Nadu from a manufacturing hub to a global leader in the digital economy.

The agricultural sector is also set for a massive overhaul. Farmers have been promised a Minimum Support Price (MSP) of Rs. 3,500 for paddy and Rs. 4,500 for sugarcane, along with a full waiver of crop loans for those holding up to five acres.

As Vijay is set to take his oath of office on May 9, the atmosphere in Chennai is electric. For his supporters, it is the culmination of a decade of anticipation. For the people of Tamil Nadu, it is a leap into an uncertain but hopeful future where the "star power" of a matinee idol must now translate into the "statecraft" of a chief executive of the state. The next three months will be crucial and will be watched closely as the new cabinet begins the task of turning these grand promises into a reality.
