The Haryana government has introduced an online auto-mutation system aimed at making property transactions faster and more transparent for buyers. Considering that the real estate activities are sensitive to fraudulent activities, this initiative is being seen as a major step towards homebuyer safety while also digitalising land administrations, which in turn reduces corruption in the sector. This initiative is launched on a pilot basis in Manesar and is expected to expand across Gurugram.

What Is Property Mutation?

Property mutation is the process of updating the ownership records in the government land and revenue database if and when a property is sold or transferred. While property registration confirms the legal transaction, mutation officially changes ownership in the government records.

Until now, buyers had to separately apply for mutation after the registration of a property. This process involved several in-person visits and appeals to the patwar offices, who also assigned long waiting periods. Delays in the mutation created an opportunity for fraud.

How the New Auto-Mutation System Works

As per this new revision, the mutation will automatically begin once a property registration is complete. Buyers will no longer need to file separately for the application or visit the revenue offices for the process to begin. The system is integrated with Haryana’s WEB-HALRIS platform, which manages the land registration and revenue records. Whenever the sale deed is registered, the software will automatically generate a mutation request, which will initiate the verification procedure.

For property sales that are registered, a seven-day objection window will be open for the public. If no objection is filed, the mutation will be approved. IN cases of inheritance or family transfers, a 15-day window will be applicable before the approval is sanctioned.

Objective: Preventing Property Fraud

One of the main reasons behind the reform is an attempt to prevent fraudulent resale of properties. Earlier, delays in updating the ownership records allowed dishonest sellers to exploit loopholes and sell the same property multiple times to different buyers.

With this new update, the property is digitally marked after registration. This reduces the possibility of duplicate transactions. Officials believe that this update will tighten the loopholes within the system and, in turn, protect the aspirational buyers.

This update of auto-mutation is part of Haryana’s effort to modernise property registrations and land governance. The state has already introduced paperless property registration and is also trying out faceless property registration models in Faridabad.
