The Retired Employees Welfare Association (REWA) has urged the Centre to amend the Terms of Reference (ToR) of the 8th Pay Commission to explicitly include pension and family pension revision for central government employees who retired before January 1, 2026. In a letter to Prime Minister Narendra Modi, REWA sought an amendment to the 8th Pay Commission’s ToR, arguing that its existing language does not clearly address pension revisions for central government employees who retired prior to January 1, 2026. According to the association, the ambiguity has created concerns among nearly 6.90 million pensioners. This will determine whether the upcoming pay panel will cover the revised benefits.

The Pay Commission has been set up by the government to review and revise the pay structures of government employees and has invited associations, unions and other stakeholders to present their views, opinions and suggestions regarding the upcoming pay structure. The outcome of the 8th CPC is wide-ranging and sensitive, and depends on various internal and external matters of the committee. At present, government employees, pensioners, and employees of public sector undertakings (PSUs) are eagerly awaiting for confirmation on the fitment factor.

Why Pensioners are Concerned

The primary issue raised by REWA relates to Point 2(e) of the 8th Pay Commission’s ToR. Under this provision, it has asked the Commission to review the structure of Death-cum-Retirement Gratuity and pension, including the National Pension System (NPS), Unified Pension Scheme (UPS) and other pensions outside NPS.

REWA has argued that the provision does not explicitly mention pensioners and family pensioners who had retired before January 1, 2026. The association believes this differs from the language used by previous Pay Commissions, which covered retirement benefits more clearly.

REWA has asked the government to amend the existing ToR and clearly state that the 8th Pay Commission will make recommendations for revision of pension and family pension for all pensioners and family pensioners who retired before January 1, 2026.

The association has said that it had previously approached the Union Minister of Finance and the finance secretary to seek clarification in the matter, but no formal clarification had been issued so far. This has fuelled uncertainty and discussions among pensioners’ organizations, it added.

REWA has now requested the government to issue a clarification or issue a press release confirming whether pre-January 2026 pensioners will be covered by the Commission’s recommendations.
