The Delhi government has launched an ambitious initiative with the aim of providing long-term financial support to girls from underprivileged backgrounds, starting from their birth until their graduation. The Lakhpati Bitiya Yojana is a revamped version of the previous Ladli scheme, which has been designed to address the gaps in implementation of the existing scheme and ensure that the financial assistance reaches the beneficiaries.

The welfare programme combines financial support, digital governance and education incentives aimed at transforming the educational journey of many girls residing in Delhi coming from mid and lower-income families. The new programme represents a strong policy step towards improving education specifically. It is aimed specifically at preventing early dropouts, and promoting gender equality in education for the girl child together with financial incentive.

Background and Objectives

The Ladli scheme, introduced in 2008, aimed at supporting the education of young girls in Delhi. However, the government found that a significant number of maturity accounts under the scheme remained largely unclaimed. Over 186,000 accounts were left unused, implying that the funds meant for girls did not reach them on time. To address the shortcomings of the scheme, the government has redesigned the programme and introduced the Lakhpati Bitiya Yojana as an upgrade. The new scheme aims to ensure that that payments are delivered on time and efficiently and no girl has to drop out of formal education due to a lack of funds.

Financial Benefits and Structure

Under the new scheme, girls who are eligible will receive the phased deposits, which will grow into a maturity amount of more than Rs 1 lakh with interest by the time they complete their education. The funds will be directly transferred into the beneficiaries’ Aadhaar-linked bank accounts. This would ensure that the process is transparent and reduces delays.

Here’s the pricing breakdown for this scheme,

  • Rs 11,000 at birth

  • Rs 5,000 on admission to Class I

  • Rs 5,000 on admission to Class VI

  • Rs 5,000 on admission to Class IX

  • Rs 5,000 after passing Class X

  • Rs 5,000 on admission to Class XII

  • Rs 20,000 in phases during higher education

The money can be claimed after the eligible beneficiary turns 18 years of age and passes Class XII, or if pursuing higher education, after age 21.

As part of the revamp, the government has already begun clearing the payouts from the earlier Ladli scheme. Around Rs 90 crore has been released to be disbursed among 30,000 beneficiaries.

Eligibility Criteria

Here are the eligibility criteria:

  • The beneficiary must be born in Delhi.

  • The family must have lived in Delhi for at least three years.

  • Annual family income should not exceed Rs 1.20 lakh.

  • A maximum of two girl children per family is allowed.

The most notable feature of the scheme is that it is fully digital, including the payment process. This eliminates the need for people to visit government offices repeatedly. The scheme will be implemented from April 1, 2026.
