This date is relevant specifically for government pensioners, because they cannot submit their life certificate for the entire year like Employees’ Provident Fund Organisation (EPFO) pensioners. So, to maintain an uninterrupted flow of monthly pension payment, pensioners are required to submit their life certificate every year, which is also known as Jeevan Pramaan Patra.

To manage the submission process efficiently, the government starts accepting life certificate submissions from super senior citizens (80 years and above) one month in advance, starting from October 1. For pensioners less than 80 years, the submission window is only for one month, from November 1 to November 30, but for super senior pensioners, it is two months, from October 1 to November 30.  

What Is Jeevan Pramaan Patra And How Does It Work?

Jeevan Pramaan is a biometric-enabled DLC. This digital service allows eligible central and state government pensioners to submit proof of life online without the need to appear before a pension disbursing agency (PDA).  

The system uses the Aadhaar platform to perform biometric verification. It uses a pensioner’s Aadhaar number or virtual ID (VID) to verify the authenticity of pensioners’ details. Once the details are authenticated, the life certificate is stored securely in the life certificate repository. PDAs can access this online repository and authorise pension disbursement.

Doorstep Facilities For DLC Submission

The technological framework behind the online submission of the life certificate (Jeevan Pramaan Patra) has evolved. The government initially introduced external biometric devices in 2014. Later, in 2021, the submission process was eased by introducing smartphone-based face authentication technology. This particular feature enabled pensioners to complete verification directly through their mobile phones without any external hardware.  

Pensioners who are not tech-savvy can avail of the doorstep service offered by the India Post Payments Bank (IPPB). The vast network of post offices makes it convenient for pensioners who are in remote areas or have mobility challenges to submit their certificates through IPPB’s services.

Pensioners who prefer traditional methods can still submit a life certificate offline by visiting their bank branch or an EPFO office.

How To Submit Life Certificate Online

To submit a DLC through a smartphone, one needs to follow these steps:

  • Download the ‘Jeevan Pramaan Face App’ and ‘AadhaarFaceRd’ app from the Google Play Store or App Store.

  • Register under the app. Enter a mobile number, email ID, and Aadhaar number. The mobile device through which the life certificate is to be submitted doesn’t necessarily need to be linked to Aadhaar. This means anyone, other than the pensioner, can submit the life certificate from their device.

  • Once all required personal details are entered in the app, validate it via an OTP received on the mobile number.

  • On the next screen, enter the pensioner’s name and tick the box for face scanning.

  • Follow the on-screen steps for face scanning until you get the ‘Client Registration Successful’ confirmation.

  • Re-enter the pensioner’s Aadhaar and mobile number, verify with OTP, review the details, and submit.

  • Upon successful submission, the DLC will appear on the screen showing the Pramaan ID and pension payment order (PPO) number. An SMS confirmation is also sent to the pensioners.

Take a printout or save the certificate on the device for future reference.

Remember that this is an annual exercise, and the validity of a life certificate is only for one year.
