The Employees’ Provident Fund Organisation (EPFO) has simplified partial withdrawal rules, allowing members to use their provident fund savings for medical needs, education, marriage, housing and certain special circumstances. The revised framework groups earlier provisions into three broad categories and sets a common minimum membership period for most advances.

The 100 per cent figure needs context. A member can withdraw the full eligible balance but must keep at least 25 per cent of contributions in the account. In practical terms, the maximum available for a partial withdrawal is generally 75 per cent of the total balance. The retained amount continues to earn interest and helps preserve a retirement corpus.

EPF Advances For Medical Needs, Education And Marriage

Members with at least 12 months of EPF membership can seek an advance for illness affecting themselves or family members. The rules do not set a limit on how many times they can apply for medical needs.

Education withdrawals are permitted up to 10 times during a member’s EPF membership. The facility covers education for the member or family, according to a recent report by Mint.

For marriage, a member can apply up to five times for their own marriage or that of a family member. These frequency limits are higher than the earlier combined cap of three withdrawals for education and marriage.

Housing needs form the second category. EPF advances may be used to buy a house, flat or site, construct a house, repay a housing loan, or renovate, alter or improve a home. Members can use the housing provisions up to five times during their membership, subject to the scheme’s eligibility conditions and the minimum balance requirement.

The third category covers special circumstances notified by the Central Board. Members can seek an advance under this category up to twice in a financial year. The simplified framework no longer requires them to explain the specific reason for seeking help under this provision.

Members generally need 12 months of total EPF membership to access partial withdrawals. The period is based on membership in the fund, rather than only the time spent with the current employer. Claims are made through the prescribed EPFO process, with the member selecting the applicable purpose.

Full EPF Settlement Is Different From An Advance

These provisions apply to advances while a person remains an EPF member. They should not be confused with a final settlement after leaving employment. Under the new framework, the wait for premature final settlement of EPF has been extended from two months to 12 months. A member cannot treat the advance facility as permission to withdraw the entire PF corpus on resignation.

The 100 per cent figure refers to the eligible balance available under the relevant withdrawal rules, not all savings shown in the account. With the 25 per cent minimum balance ring-fenced, members should check how much they can claim before planning a major expense. Withdrawing PF can help meet an immediate need, but it also reduces the savings and interest that could support them after retirement.
