The Department of Posts (DoP) will soon integrate its pension services with the telecom department’s ‘SAMPANN’ portal. At an event on April 2, 2026, to observe the Postal Training Centre’s 75th anniversary, Minister of Communications Jyotiraditya Scindia directed the DoP and the Department of Telecommunication (DoT) to complete the integration process within a week. 

Notably, the DoT offers the SAMPANN portal to other departments of the central and state governments, and public sector undertakings, as Platform as a Service (PaaS).

At 6.90 million individuals, central government pensioners now exceed th number of employees at five million individuals. Thus, pensioners’ needs are also becoming a matter of discussion, and SAMPANN is an initiative in this direction.

What Is The SAMPANN portal?

The System for Accounting and Management of Pension (SAMPANN) is a digital platform of the Telecom Department. It was launched in December 2018, with an objective to shift from the system-centric administration to the pensioner-centric system. The platform offers all pension-related services on a single window.

Pensioners and their family members now no longer need to visit the pension offices to avail of the services. They can claim their rightful benefits through this portal.

The Office of the Controller General of Communication Accounts (CGCA) owns this platform and operates it for financial management and pension-related matters.

Prior to the digitisation of pension systems and processes, retirees had to run from one office to another to collect relevant documents and submit them to the office, followed by tracking the progress of their pension file by visiting the offices. Now, the process has become digital, streamlined, and faster.

SAMPANN Benefits

The entire process, starting from initiation to processing to issuance of the e-Pension Payment Order (PPO) number, is digitised. Various steps during the process, such as checking and verification of documents, issuing pension orders, disbursement of pension, managing accounts and reconciliation, audit facilitation, and grievance redressal, are now possible digitally through this portal.

Once the pension is approved after following the due process, the amount is directly credited into the bank account of the pensioners. If it is not credited for some reason, pensioners can track it online without any need to physically visit the bank or their office.

They can check their pension payment status, generate e-PPO, request changes in personal details, such as mobile number and address, submit a Digital life certificate, and even register complaints from the comfort of home.

The portal also offers a toll-free helpline to pensioners to get their queries resolved. The portal is also integrated with the Unified Mobile Application for New-age Governance (UMANG) Web portal and mobile app. According to the Web portal, 17,976,627 transactions have been made so far, and 488,600 pensioners have benefitted from the portal.
