The Tamil Nadu government has announced a set of 115 new initiatives to modernise the state’s healthcare infrastructure and expand access for all citizens. The reforms, spanning the 2026-27 period, focus on digital health integration, specialised care for the elderly and mental health, among others.

However, the highlight of the announcement is the decision to enact a new Tamil Nadu Pubic Health Act. This new Act will replace the long-standing Tamil Nadu Public Health Act, 1939, to better address modern-day healthcare challenges. Notably, the new Act will include a provision making home births (outside a hospital) a punishable offence. The aim is to ensure maternal safety. The move is part of the state government’s broader strategy towards healthcare modernisation and ensuring that it reaches every corner of the state.  

The roadmap to future-proof Tamil Nadu's public health system includes providing specialised and localised care, expansion of fertility treatment centres to 31 government medical colleges and six government hospitals, upgrading 29 primary health centres to urban community health centres to serve the growing urban population in the state, among a slew of other initiatives.

To improve the State’s position as a healthcare destination, the government plans to establish ‘TN MediCity’ with an initial allocation of Rs 10 crore. The idea is to boost medical tourism in the state by providing high-quality integrated healthcare services. According to a report by PTI, the administration will also create 284 new super-speciality medical positions to ensure that advanced clinical care is available across all districts rather than remaining concentrated in a selected few cities or urban hubs.

The state is also focusing on preventive care through the introduction of a ‘Positive Health Policy’ and the launch of the ‘Nalam 360’ mobile application. This digital platform will facilitate free annual health check-ups for every citizen aged 30 and above. The program will cover 14 basic diagnostic tests, enabling early intervention and better management of chronic conditions. A budget of Rs 51 crore has been allocated towards this.

The government also plans to implement an integrated mental health plan in 12 districts,  estimated to cost Rs 26.87 crore. This will include establishing mental health units, school counselling services, regional tele-mental health hubs, and rehabilitation centres for substance abuse.

Health Minister K G Arunraj further announced the Chief Minister's Elderly Insurance Scheme to ensure social security for the elderly. Under this initiative, senior citizens over the age of 70, estimated to be approximately 3.8 million, will be provided free medical treatment, without any income ceiling rule, so that everyone in this demographic gets coverage. To support these expanding services, the Minister announced that 2,500 new nurses will be appointed on a regular pay scale to fulfil a long-standing demand, along with creating 1,695 additional healthcare roles.

The new initiatives focus not just on improving accessibility to healthcare services but on providing people with a comprehensive healthcare solution.
