The commission, chaired by former Supreme Court judge Justice Ranjana Prakash Desai, has been tasked with reviewing the pay structure, allowances and other service-related benefits of central government employees.

Its terms of reference require it to examine changes in pay, allowances, benefits in cash and kind, rationalisation of salary structures and the changing functional requirements of government departments. The review will also cover retirement benefits that are linked to basic pay.

Higher Basic Pay And Allowances Among Key Demands

Employee organisations have placed several proposals before the commission. One of the main demands is an increase in the fitment factor, which is used to calculate revised basic pay. The National Council of the Joint Consultative Machinery has sought a fitment factor of 3.83.

The All India NPS Employees Federation has suggested changing the salary calculation formula by increasing the family unit from three to 4.4 members to include dependent parents. According to the federation, this would effectively increase the fitment factor from 2.05 to 2.10 and lead to higher basic pay across employee levels.

The federation has also proposed House Rent Allowance rates of 36 per cent for X category cities, 24 per cent for Y category cities and 12 per cent for Z category cities. It has been recommended that HRA should rise whenever Dearness Allowance is increased and that the minimum Travel Allowance for Level 1 employees should be raised to Rs 9,000 a month.

Based on these proposals, the federation estimates that the gross salary of a Level 1 employee could increase from Rs 37,080 to around Rs 61,344, representing an increase of about 65 per cent.

Recommendations Expected By Early 2027

The 8th Pay Commission was constituted on November 3, 2025, and is expected to submit its report around 18 months later. If the timeline stays unchanged, the recommendations could be submitted by February 2027.

Based on previous implementation patterns, the rollout of approved recommendations could take another two to three years, meaning revised salaries may be fully implemented by 2029 or 2030.
