The bank is only obliged, under the law, to enable costless withdrawal of money kept in a savings account. A cheque enables you to not only withdraw from your account, but also make third-party payments. This is, therefore, a facility for which the bank is legally on firm grounds to provide only specific quantities, and charge a fee.
